Brief History

About BDA

BDA was constituted on 1st Sept, 1983 under provisions of ODA Act, 1982. Initially, 115 revenue villages of Bhubaneswar, Khordha and Jatni were taken into its jurisdiction, but due to bifurcation and inclusion of new villages, at present the number of villages under its jurisdiction stands at 556.

BDA is working towards ensuring sustainable urban growth and planned development with effective monitoring, regulations through a people-centric and innovative approach.

BDA has also prepared a Comprehensive Development Plan (CDP) in 2010 and later Zonal Development Plans to ensure better and effective micro-level planning. Apart from implementing schemes like Area Development Plan and Town Planning Schemes, BDA also plans to ensure nearly 10,000 houses for the slum population across the city as part of affordable housing projects.

The Enforcement Wing of BDA ensures curb on the spread of unauthorised occupation over the Government land, especially enforcing the regulations under the Odisha Development Authorities Act, 1982, the Land Division works towards ensuring land banks for future development.

As part of introducing innovative initiatives in city infrastructure, BDA has added several new elements such as Open Air Gyms, Smart Parks and Acupressure Walkways in parks which have helped the health-conscious citizens with new experiences. Among others, GIS based CDP, special signage for heritage district, planning for heritage zone around Old Town area and a map-based GIS web portal has also been developed, which not only provides information on significant places in Bhubaneswar but also access to various public services at one platform.

BDA rolled out few innovative projects showcasing our multi-disciplinary thinking such as Ekamra Walks, the only guided heritage walk that promotes the rich culture and heritage and Patha Utsav that promoted non-motorised transport and healthy lifestyle.   

The development authority is spearheading a drive to put up best in class infrastructure in the city. Some of the landmark projects being planned include Bhubaneswar Town Centre, a multi-modal hub around city railway station, creating Master Plan Roads like Ring Road and Alternate Road Network project along the Jaydev Vihar-Nandankanan stretch.


The long-term vision for sustainable growth in Bhubaneswar Master Plan was recognised by Ministry of Urban Development, the Bhubaneswar Smart City proposal made it to the final list for the World Smart City Awards in 2016 held at Barcelona, the 2016 Award of Merit in the international development category by the Canadian Institute of Planners and then Pierre L’enfant International Planning Excellence Award 2017 by the American Planning Association and most recently being the Top 19th Best Performing Smart Cities by Juniper Research. 

The Bhubaneswar Development Authority (BDA) aims to transform Temple City Bhubaneswar to a world class, liveable urban centre with more green cover, adequate public places and especially quality infrastructure-based suitable alternatives for all kinds of citizens, irrespective of age and gender.
